Rhonda is an experienced development professional with a passion for results-based monitoring and evaluation. She monitors and evaluates projects and programmes thus making valuable contributions to the improvement of the operational performance of interventions for better development effectiveness.
Before joining TDC’s team, Rhonda was Monitoring and Evaluation Officer at the Competency-Based Training Fund, a project of the Government of Barbados and the Inter-American Development Bank, from 2016 to 2019. There she had responsibility for implementing MEL systems, providing monitoring, oversight and accountability of project activities, and providing mentoring and technical assistance to project beneficiaries. Independently, she has worked on evaluation teams for regional multi-disciplinary projects and programmes.
With more than 20 years’ experience in development work, Rhonda has served primarily in academic settings where she developed skills and experience in gender, project management, research and communication. Examples of her strengths are found in her coordination of research projects and regional gender training programmes, participation in strategic planning and engagement with international donor agencies.
Rhonda holds an MSc in Project Management and Evaluation and a BA degree in English and Linguistics with Education from the University of the West Indies, Cave Hill Campus. She is a member of Caribbean Evaluators International’s Charter Voluntary Organization for Professional Evaluators (Barbados).
